Why? Why? Why?
Why do we have people on the CSD board who can't comprehend?
SB 307, The Cadiz Water Mining Killer Bill.
The handwriting has been on the wall for all to see since
2019, when the California State legislature, with the governor's signing,
established Senate Bill 307 as law. This created an insurmountable obstacle
that prevents Cadiz Inc. from mining water from the Cadiz aquifer.
State Lands Commission.
In addition, the California State Lands Commission has
blocked Cadiz, Inc.'s Northern Pipeline, which runs through Newberry
Springs, from transporting water. The Commission has ordered 1.1 miles of
the pipeline in Newberry Springs to be removed.
For six years, there has obviously been no path for water
to be transported in the so-called Northern Pipeline. Yet, because so
much has been invested in the pipeline by Cadiz, Inc., the company has
proceeded as if its proposed water mining and pipeline were still viable.
The Lies (IMHO).
Cadiz, Inc., to this day, promotes that it will be
delivering water through the Northern Pipeline, as early as 2027.
Investors rely upon this and other fraudulent statements for their
retirement investments. At a recent CSD meeting, a Cadiz, Inc.
representative stated that they are about to acquire all of their
necessary permits. No, they are not!
By Cadiz, Inc. regularly placing press releases
and paying for articles in publications, and placing videos on social media
that praise their company as being visionary, forward-thinking, and how
Southern California needs water,  Cadiz, Inc. has been able to sucker
uninformed investors into keeping the sinking company afloat.
With water mining and their Northern Pipeline blocked,
there is little more that Cadiz, Inc. can do.
"...I strongly believe that Cadiz, Inc. is operating a scam !"
I feel that I can recognize a scam when I see one. In my
humble opinion, I strongly believe that Cadiz, Inc. is operating a scam!
And, that the Newberry CSD is now stepping into a quagmire of helping to
perpetuate a dirty, fraudulent swindle that seriously injures innocent
people. By teaming up and promoting Cadiz, Inc., the CSD may be later
named as defendants with them.
Cadiz Inc., established in 1983, and publicly traded
(NASDAQ: CDZI) since May, 1985, has never had a single profitable
year for its investors in over 40 years! The company has amassed
cumulative financial losses that have been estimated to be
approximately $676 million! People have been hurt.
The company's financial structure and history are reasons
why the Metropolitan Water District of Southern California, the State of
California, the Mojave Water Agency, and the Water Infrastructure Finance
Authority (WIFA) of Arizona won't deal with Cadiz, Inc.
Another committee !
CSD President Paula Deel, when approached by Rose Beardshear
(N.S. Chamber of Commerce) to sign a Memorandum of Understanding (MOU) with
Cadiz, Inc.,  Deel should have immediately slammed the door on the bad
idea.
Unfortunately, President Deel has never shown the business
ability to hurt anyone's feelings and make tough executive CSD decisions,
so Deel did what Deel does best: She called for the establishment of a
committee to delegate the responsibility.
Hell ! The CSD is a business, and business
decisions need to be made. It shouldn't be about feelings and friendships
when the administration and protection of public funds are involved.
Thicker skin is needed. You know what happens when something falls
into the hands of a committee.
The CSD's previous momentum on building a new fire
station has been stalled for months as the CSD staff and efforts have
been diverted to the Cadiz water project. A third Cadiz Water Committee
meeting is coming up, and the proposed MOU from Cadiz, Inc. needs to be
revised by the Committee and staff before it can be sent to the CSD's
attorney.
All this wasted time, wasted attorney fees, energy, and
calamity over what 95% of people can recognize as a scam... but not
recognized by our CSD.
And why has Rose Beardshear turned into such an extreme
fanatic to advance Cadiz, Inc.'s business interests? She introduced
the boondoggle project to Newberry Springs. What are the personal
rewards for her? Cadiz, Inc. has a long history of purchasing
influencers.
Empty promises.
Cadiz, Inc. can not give us the water it promises. Yet,
it is making promises because it critically needs to trap us,
a disadvantaged community, to strengthen its public image, to
strengthen its grant applications, and to prolong its company's life.
Mojave Water Agency.
Yes, everyone wants more water. Cadiz, Inc., however,
is not our water savior. As I announced at the last Newberry CSD general
meeting in February (2026), within two and a half years, Newberry will be
acquiring reliable water from the Mojave Water Agency. The amount isn't
known, but it is from a surface (river) source that won't be damaging an
area of our desert.
Cadiz, Inc. lacks permits.
Cadiz, Inc. is lacking the permits necessary to do as it
says it will. The Newberry CSD board members, to avoid costly litigation
and filings over wasteful government spending, should stop dealing with Cadiz,
Inc. until the company has its necessary permits (which can never be issued due
to State Law). The CSD is already acting recklessly in proposing the waste of
attorney fees.
Conclusion.
In conclusion, I have no other way to say it: Why the
(heck) does the Newberry CSD want to be sucked into a relationship
with a company quivering on the brink of insolvency, that wants to damage
the desert, and one that has been breaking its promises of delivering water
for decades?
Sacramento has been bitterly fighting Cadiz, Inc. for years.
A tarnished Newberry CSD alliance with Cadiz, Inc. will work against Newberry
when the CSD later tries to get fire station grants through Sacramento.
